Permit to stay valid for self-employment purposes

To start a self-employed activity (i.e. an industrial, professional, craft or commercial activity, set up joint-stock or partnership companies or access corporate offices), both as individual entrepreneurs and as shareholders or directors of partnerships or capital, non-EU citizens residing in Italy must be in possession of a valid permit to stay for the purposes of self-employment.

Conversion of the Permit to Stay for Study or Training into a Permit to Stay for Work (of various types)

If you are in possession of a permit to stay for study or training, and you want to work, you must request the conversion of the permit in order to have one valid for work purposes. It is only possible to convert permits to stay relating to the reasons for study and professional training and not those of a different type, such as tourism, business, medical care, etc.

Certification of Economic and Financial Parameters for non-EU citizensi

To start a self-employed activity (i.e. an industrial, professional, craft or commercial activity, set up joint-stock or partnership companies or access corporate offices), both as individual entrepreneurs and as shareholders or directors of partnerships or capital, once the conversion of the permit to stay has been requested and then summoned for by the Sportello (counter) for Immigration, the certificate/statement must also be presented.

To obtain the certification of economic and financial parameters, a non-EU citizen present in Italy must submit the following to the Chamber of Commerce:

  • application form
  • permit to stay
  • payment of € 10.00 for administrative fees
  • if the application is sent by post or certified e-mail, the amounts of both the secretarial fees and the stamp duty will be paid with the PagoPA system.
